  • A Citizen Of Nepal (or)
  • A Citizen Of Bhutan (or)
  • A Tibetan refugee who arrived in India before January 1, 1962, intending to stay permanently.
  • A person of Indian origin who has moved to India from Pakistan, Burma, Sri Lanka, the East African countries of Kenya, Uganda, the United Republic of Tanzania (Formerly Tanganyika and Zanzibar), Zambia, Malawi, Zaire, Ethiopia, or Vietnam with the intention of settling permanently.
