- An aspirant is a Tibetan refugee who came to India before the 1st January 1962, with intentions to permanently settle in India.
- An aspirant who is from Nepal, Bhutan, Tibetan refugee who came over to India before the 1st January 1962, with intentions to permanently settle in India but aspirants must produce a certificate of eligibility from the Government of India at a time of document verification.
