The Madhyamik Examination from the West Bengal Board of Secondary Education, or its equivalent, must have been passed by the applicant.
Language
The applicant must be fluent in Bengali, both spoken and written. However, those who live permanently in the hill subdivisions of the Darjeeling and Kalimpong Districts shall not be subject to this regulation. The provisions of the 1961 West Bengal Official Language Act would apply to the petitioner of the hill sub-divisions of the Darjeeling and Kalimpong Districts.
